The Dangerous Cargoes


1. When after receiving the Booking Order (B/O) and then examine it. To look through carefully that if there is any special requirement on the Booking Order.
For example:
The free demurrage and detention at the destination port.
The special display of the port.
According to the request of the Letter of Credit (L/C), the special contents are required on the Bill of Lading (B/L). If there is any special requirement, it is necessary to confirm with the carrier before booking s paces and then to book spaces according to the requirement of the customers.
2. When the booking spaces shall be provided the Booking Order to the carriers or the forwarders, including MSDSDangerous CertificateDangerous Package and Certificates of Performance.
For the special requirements of the customer mentioned in the first point above, it must be written on the carrier's the Booking Order.
The MSDS must be complete with 16 items of MSDS.
The net weight of the single piece of the dangerous package must be the same as the Booking Order.
The package name of the container on the dangerous certificate must be consistent with the Booking Order.
The number of remaining pieces of the dangerous package should not be less than the number of the Booking Spaces.
The closing date of the dangerous package must be far beyond the expected date of sailing.
The closing date for the performance certificate must be far away from the expected date of sailing.
“The single number of the performance inspection” on the dangerous package must be consistent with the performance certificate.
3. The commodity name of the heavy feet in the dangerous cargoes that the booking space is shall be consistent with the final bill of lading, which is absolutely not allowed to be changed in the confirmation of the bill of loading. Otherwise the order shall be omitted and submitted again.
It is important to note that MSC's dangerous cargoes booking space is required to confirm the contents of the bill of lading in advance. Once the booking space is sent out, no changes can be made. (Other carriers can also make changes in the confirmation process of B/L except for the heavy feet and the main commodity name).
4. After the Container Release Order is sent out, that will make the delivery notice and the warehouse notice for the customers. (Fixed Format)
5. After the delivery notice is sent to the customers, then need to check the arrival time with the customers. We usually ask the customers to arrive in the forenoon of four days before the sailing. The latest arrival time is in the forenoon of three days before the sailing. If the expected arrival time of the customers is later than this time, it is necessary to confirm with the department supervisor whether there is a feasible operation method. When the customers confirm that the goods are ready and can be delivered, we could send an instruction of containers releasing to the chemical depot and we can arrange the carrying containers to the chemical depot. But before that, you must first call the carrier’s container depot, to confirm whether there are containers available, if there are no containers, you need to contact the carriers’ manager for containers, to confirm the time for the containers that can enter depot, and then to inform the chemical depot to carry containers after carrying open.
6. After the arrangement of the chemical depot to carrying containers, it is necessary to confirm the carriers and the free detention days of the containers type. In order to ensure that in which case there will be no container detention charge, we can arrange the chemical depot to carrying.
7. To send the notification of Container Release Order and entering depot to the chemical depot, which must indicate the delivery of time and method (for example: the delivery for packing bags, the encasement for packing bags/barrels, the encasement for barrels/the delivery for packing bags or barrels, the using pallets in the chemical depot /the delivery for the pallets, etc.)
There is no special requirement for bagged cargoes in packing and reinforcing.
If the cargoes are in barrels, except pure barrels, whether they are in barrels cargoes directly to encase or the using pallets to encase, there must be a plank between the barrels. If it is the customer who makes himself the delivery to the chemical depot, it must be indicated clearly on the delivery notice. 8. We need to acquire the container number from the chemical depot before the delivery of the goods, in order to confirm that the containers have been brought.
9. An arrangement for the customs clearance declaration, before acquiring the customs declaration (Packing ListInvoice and Contract), which need to check a Heavy Feetthe Commodity Name the Gross Weight and Net Weight of the single piece from the customs declaration whether it is consistent with the Booking Order and need to check whether it is all consistent with the Packing ListInvoicethe Seal and the Name of the Payee on the contract.
10. All inspected cargoes must be confirmed whether they belong to the examining for the Commodity Inspection before the delivery of the cargoes. Since the Inspection Bureau is closed for working at 4:00 p.m., it is necessary to submit the voucher or original voucher to the officer to ensure passing through the customs clearance before the deadline of the customs clearance.
11. After the delivery of the cargoes, urging the chemical depot to arrange the loading as soon as possible. When the cargoes are encased, please hand the photos to the chemical depot in time.
12. Dangerous Cargoes’ Application is divided into the Application of the Marine Authority and the Port Authority. All inspected cargoes must be completed before finishing the customs clearance. The Dangerous Cargoes’ Application at Maritime Authority was issued 24 hours a day. That is to declare in the day morning, the next day morning out. Therefore, the Dangerous Cargoes’ Application at Maritime Authority must be issued as soon as possible, which the encasing photos should be handed over to the chemical depot’s operator as soon as possible. There entering the Dangerous Cargoes’ Application systems from the Maritime Authority to acquire a Dangerous Application No., if the time is very urgent, you can acquire the Dangerous Application No from the chemical depot’s operator entering systems in advance. After waiting for encasing finished, acquiring the encasing photos, and then you can submit the Maritime Authority’s Dangerous Cargoes Application".
13. After the cargoes encasing finished, need the chemical depot to arrange sending the Arrived Notice as soon as possible. Checking the Shipping Manifest and the Arrived Notice in time, and then all is ready, and the customs clearance will be arranged timely.
